REHABILITATION
The one who because of any reason becomes blind either low vision or total blind categories, generally feels psychological, mental, and social obstacles. This situation is often happened since there are nobody ever imagines being blind. The new blind generally is disappointed and frustrated, feels inferior, loses hope, and powerless. This mental unbalance is followed by an effort to search a scapegoat; blaming on himself, other people who had made him suffer, or even God. The continuous conflict and emotional stress makes the blind lose his life spirit and hope of his future.

The negative opinion about blinds and the lack of information about blindness have worsened the situation faced by the new blind and his family. When a patient of ophthalmologist is medically decided unrecoverable, he has no idea about to whom he must ask any help. As a consequence, the new blind does not get any advanced assistance and just stay at home all the time. This bad treatment makes the blind feels that he is neglected, shameful, burdening, and powerless in his family and community, whereas he has still much other potential to be developed optimally.

The objectives of Rehabilitation Program of Mitra Netra Foundation are as follows:

To help in recovering the mental and psychological balance for those who just get blind, either in total or low vision blind categories; so that they can accept their new condition, have new future and new plan for his life.
To give any basic skills and capabilities, which are, needed by the blinds to be independent and powerful in his society.
The Rehabilitation Program organized by Mitra Netra Foundation includes:

The Blindness Counseling Service by the Fellow Blinds
The Blindness Counseling Service is a service provided to recover psychological, mental, and socio-emotional balance for those who suffer sight decrease or become blinds. This service is also to assist the blinds in overcoming psychological dan socio-emotional problems in their daily life.

The counseling service is performed by a Blind Counselor at some places as follows:

Mitra Netra Foundation office
The Department of Medical Rehabilitation of RSCM Jakarta (Mondays and Thursdays, 08.30 am -12.00 am)
Eye Polyclinic of RSCM, room 10 (Wednesdays. 08.30 am -12.00 am)
Counseling services provided includes:

Information on blindness;
Counseling service for clients and their families;
Education and career consultations; and
Skilled manpower employment to some related institutions in the frame of following up rehabilitation program.
Home Visit
Home Visit is a supporting service in which the Counselor and Assistant Counselor visit the clients´ home or family´s client´s home. This service is proposed to get any additional information needed in assisting the Clients. This activity is also to give any information about blindness to the Clients´ environment.

Orientation and Mobility Trainings
Sight decrease or disappearance gives the blinds some difficulties in doing their daily activities. Therefore, they need a skill to enable them recognize their environment, move from one to another place, and carry out daily activities without becoming dependent on others´ help.

The Orientation and Mobility Trainings are trainings to provide the blinds with ability and skill in optimizing their senses in order to help them recognize environment, move and go to other place, and carry out daily activities effectively and securely. Those with orientation and mobility skills are hoped to be independent and have self confidence to continue their life.

Orientation and Mobility Trainings are performed by professional instructor O and M with individual teaching methods. These trainings take place for about three months, by considering the blindness level of Clients and the need of Clients in carrying out their daily activities.

Braille Reading and Writing Courses
Reading and writing are important activities in our life. These activities enable people to get education, job, written information, entertainment, and to communicate. For the blinds, reading and writing may be carried out by using Braille letters. For those purpose, Mitra Netra Foundation organizes Braille Reading and Writing Courses for the new blinds before they get any advanced education or training. These courses are provided by an instructor for about two months.

Support Group for the Parents of Blind Children
Parents and other family members have various responds to the birth of a baby. It is understandable; remembering that all parents hope that their baby is born without any obstacle or disease. When a baby is born with sight problem, generally its parents do not understand what they should do. They are also worried about the future of this baby.

Support-group is a group activity organized to accommodate parents of blind children to help each other by sharing their experiences in facing, taking care of, and bring up their children.

Support-Group has regular meeting, which is facilitated by a Counselor and invites informant to give any positive inputs for the parents.

We hope that through this activity, parents will have positive attitude and accept their children´s condition, have conviction about their future, and get information on taking care and educating their blind children through the experience-sharing process.
Program and ServicesEducation Service
Integrated Education
The Education and Training Section of the Foundation provides companions for blind students who are taking part in an integrated system in the public schools, at the secondary as well as university level. Services include: Providing companions for students who are interested in and capable of applying for admission to integrated classes in the public schools. At first the main difficulty faced was the refusal of the Secondary schools and colleges/universities to accept blind students in an integrated program. The Education and Training Section of the Foundation then brought this problem to the attention of the Jakarta office of the Department of Education and Culture. A number of efforts on the part of the Foundation eventually resulted in a decree issued by the Jakarta Office of the Department of Education and Culture on April 23, 1999 (No. 31/101:B2/LL/1999 on the Designation of public junior and senior high schools in Jakarta as schools carrying out an integrated educational system).

Following are the public schools designated,

Up till now, the number of students in integrated classes in Jakarta recorded by the MITRA NETRA Foundation is 61 students. The quantities of data will be presented bellow.

Companions
This service is provided for visually impaired Junior and senior high school students and university students in order to assist them in doing their assignments, including converting braille into roman characters.

Companions to assist students in taking examinations.
This service is provided for visually impaired students who are taking semester or final examina­tions, helping them to read the questions they have to answer.

Visits to integrated schools
The purpose of these visits is to identify any problems that might arise in connection with the presence of blind students in these schools, among others, the relationship between the students and the situation at the school (the principal, teachers, and other students) and difficulties relating to their studies. After such visits a decision will be made on what steps can be taken by the foundation to assist in overcoming any problems.

Data are compiled on the blind students and the integrated schools in order to facilitate services. Recently, the MITRA NETRA Foundation recorded 41 schools with an integrated system in Jakarta comprising elementary school, junior and senior high schools and colleges/universities.

Preparatory Classes for students who wish to continue their studies
This program is provided in two months for visually impaired students from the junior and Senior High Schools who are interested in and capable of continuing their studies to a higher educational level.

College Preparatory Classes for students taking State University Entrance examinations (UMPTN).
The purpose of this program is to prepare students who have graduated from a senior high school and are interested in and capable of continuing their studies to take the entrance examinations. The classes are held during three months before the examinations in order to:

Enable the students to understand the instructions given in the examinations.
Enable the students to measure the time given by the committee against the number of questions that have to be answered.
Make it possible for the students to have a better idea of the material, which may be given in the examinations.
Educational Consultation.
A consultation service is provided for students who encounter difficulties in their studies and in adapting themselves to the environment of their school or campus. In general, the problems faced by blind students are related to a lack of understanding of them and their problems, mobility, and a method of teaching which does­ not exactly fit their needs.

Meetings of blind students with the Foundation.
Such meetings are hold as a vehicle of communication between visually impaired students and the foundation a service institution. Meetings are held the office of the MITRA NETRA Foundation three times a year, at which times discussions are held relating to the problems generally faced by the students, and efforts are made to solve these problems. The meetings also serve as a means of conveying useful information to the students.

Upgrading Indonesian braille symbols for math­ematics, physics, and chemistry
It is considered necessary to provide information on these symbols to Students in integrated classes, since the symbols are new.

Depdiknas and Special School

According to article from http://www.pacamat.com/depdiknas-tak-peduli-pada-sekolah-luar-biasa/, "who said The depdiknas can be said not pay attention to the special school. This statement is proved that the oldest special school in Jakarta, Sekolah Luar Biasa Asih Budi which is specialized for autism has worked from 1957 was established invitation of 50 years birthday of the school to the depdiknas. The depdiknas takes no respons to the invitation. The school feels neglected.

THE MITRANETRA FOUNDATION

The Mitra netra Foundation is an institution in the field of education and development of the visually impaired, which was established on May 14 1991 in Jakarta. This Foundation engages and operates independently, for it has no affiliation with any social, political and religion organization.

The background of the establishment of this foundation are :

1. There is no equal opportunity and treatment for the visually impaired in the field of education and employment,
2. The necessary facilities and services in the field of education and employment are not available properly for the visually impaired

As an institution whose field of endeavor is the blindness, to carry out its activities, the foundation follows the partnership approach : partnership between the visually impaired and their sighted friends, and partnership between the foundation and other institution in order to create synergy. This is indicated in the structure of the foundation, which contents of the visually impaired as well as the sighted persons. As an institution, The Mitra Netra Foundation as an implementing agent, which always cooperates to donor agents.

It is hoped that the Foundation, consisting of both the visually impaired and the sighted, will be able to create a condition of togetherness between visually impaired and sighted persons. The help and the sight of each and every person is of great significance to the visually impaired, as, for example, assistance given by volunteer readers, companions, typists, and many other forms of involvement.

It is our fervent desire that many components of society, institutions as well as individuals will, in the spirit of fellowship, show an interest in the visually impaired and play a role in trying to deal with their problems in accordance with their respective duties and responsibilities.

All the members of the management of the Foundation as well as employees and clients wish to take this opportunity to express their gratitude and appreciation to all those who have shown an interest in and concern for the visually impaired and have participated in activities involving them.

In conclusion, all the members of the Mitra Netra Foundation invite all components of society to help to improve our programs for the advancement of the visually impaired in Indonesia.
VISION, MISION, FUNCTION

A. Vision

Our goal is the realization of the independence and restoration of the function of the blind in society by means of proper rehabilitation, and the widest possible opportunities for education and training as well as employment, with the provision of the necessary facilities and services.

B. Mission

Our mission is to reduce the impact of blindness through rehabilitation, to improve the potential of the blind, and to open up employment opportunities for them, by means of education and training as well as by ensuring that they receive equal opportunities through appropriate treatment.

C. Function

The function of the Foundation is as follows:

1. To support the mental rehabilitation of the blind by providing peer counseling service for them;
2. To support education for the blind, especially in a system of integrated education;
3. To develop the potential of the blind and to open up work opportunities for them;
4. To develop methods of, dealing with the problems of the blind and providing services for them;
5. To develop special aids and equipment for the blind.

COOPERATION

In carrying out its programs, the Foundation follows the partnership approach: partnership between the visually impaired and their sighted friends, and partnership between the Foundation and other institutions in order to create "synergy". Moreover, as a foundation Mitra Netra functions as an implementing agent, whose duty it is to set up a program, carry it out, and evaluate it. For this purpose, the Foundation always cooperates with a donor agent which provides financial support, as well as other institutions, in order to implement its programs.

From the time of its founding, up to, the present time, the Mitra Netra Foundation has worked together with a number of components of society, Indonesian as well as foreign. Their willingness to cooperate with us reflects their confidence, and this confidence is the fruit of our seriousness in carrying out our programs and services for the visually impaired. The Elementary Program

The elementary program has length from grade 1 until grade 8. The education is for students 7 years old until 15 years old. The education are such as read-write, creativity, attitude, etiquette, basic knowledge, etc. The students also learn about the the outside world.
The school also provides after school program or course, such as swimming, dance, islamic class, badminton, taekwondo, painting.

The curriculum follows the depdiknas', but has special adds such as rhythm and sound program. It use the alphabet fingers as the method in teaching and learning activity.

The Junior High School and High School
Program

The junior high school and high school prepared for enter the world of work. It also focuses on communication for the deaf people, so they can be professional in the communication. The subjects are: math, religion, science, citizenship, bahasa indonesia, social studies, physical education, and english. The school also has the same special education such as the elementary school has it, which is rhythm and sound program.

Both of the program have another program which is internship for students who in the last class.

The school also provides enrichment, such as designer, automotive, computer,and cooking.

Santi Rama

The School for the special needs in Indonesia

There are many schools which are for the special needs, but the one i'm going to explain is about a school which located in Cipete, Jakarta. This school is called Santi Rama Tunarungu School. The school is for people who can't talk and deaf. So, they use sign language.

The school was built because to provide education service for special needs so they can feel comfortable in elarning when they are educated in the public that can receive them and make them more comfortable. The school also built to help the student get their development such as by rehabilitation.
On 7 September 1970 from SK. BPKKS No. 342/2/BPKKS/70. Badan Pembina Santi Rama was established.

USBN, pro and contra

UASBN is an exam for the final graders in each level started from 6th graders in primary school, 9th graders in middle school, and 12th graders in high school. Today, people are still talking about the wisdom of UASBN. As we know there are always pro and contra in everything we can meet in our daily life.

The goal of UASBN is to control and protect the national human quality. So, the standard of the graduation is already controlled by scores that required by the government. Through this system, there are many problems that discussed by many people, including Komisi Perlindungan Anak Indonesia (KPAI) or Indonesia Children Protection Committee that was making a seminary which titled ”Membedah Kebijakan UASBN 2008”, which means “ Reveal the Wisdom of UASBN 2008”.

According to the guest speakers which are from the KPAI, UASBN is resulting many contra values, which I am going to explain by each point;

This is distracting “the study min. 9 years program”, because it can become the hitch to the student in the start. This point supported by a survey that had done in DKI Jakarta, West Java, Central Java, Bali and Maluku that resulted about 98 % students feel worry with UASBN, and they admitted won’t go back and stay at school again.

This is also can create discrimination in children, such as students that not pass the exam would said stupid, or if they pass they would asked and labeled by their results.

UASBN also makes children to becoming Math, Science, and Bahasa Indonesia as the most important. Children should be free as their creativity to develop as they want. This point mark UASBN can kill the right of children to be creative.

UASBN also can create new generation that is not creative, because they only scored by numbers. They can lose their creativity and change their back mind that is the intellectual of people is only scored by their work’s score. As we can see there are many people who good at art and able to create a beautiful art or they can play music well but have no talent in math, science, or bahasa Indonesia.

What the nation thinks about the education?

To the nation, education is to develop the people quality. The education system has purpose to bear a patriotic spirit and nation spirit, strengthen the feeling of love to the national land, and create the looking-forward perspective. The education system’s definition itself has written in Constitution to get the base value of Pancasila.

In the Constitution law No. 2 of 1989 said “the system aims at generating abilities and increasing the standard of living and dignity of the Indonesian people in order to achieve the national development objectives”. According to my opinion to the law, education is something that actually our right to get happiness and improve our dignity that is also use to achieve the national development goal.

Education system in Indonesia

Based on the law there are four terms which are become the base education system in Indonesia noted, which are the units, the paths, the types, and the levels.

The units of education

Both of the education’s paths in Indonesia –check the next explanation about the paths in Indonesia- organized by the units of education which is to start plans respectively inside and outside school through learning and teaching process.

The paths of education

There are two paths of education in Indonesia; formal and non-formal education. The formal education, or inside school education has learning and teaching activities usually inside school, gradual, have many levels from the lowest until the highest, and also continuous.

On the other hand, non-formal education or out-of-school education has learning and teaching activities that may not have gradual, have many levels from the lowest until the highest, and also continuous system.



The types of education

There are seven types of education in Indonesia, which are;

1.General education, which priorities to provide the general knowledge and improve skills of student.
2.Vocational education, which connected with the special skills and knowledge. The school teaches skills that are necessary for particular job.
3.Special education, which for special needs student.
4.Service-related education, which has purpose to increase ability in a certain task that may be required for government or other private sector.
5.Religious education, which is to improve student’s knowledge about religion or other related things.
6.Academic-oriented education, which focuses to Master of Science.
7.Professional education, which prepares to master special subjects.

The levels of education

1.Firstly, the pre-school currently is added. It is important as the stimulation process for both mental and physical growth of children before they enter primary school. There are three types of pre-school education: kindergarten as the formal education, play groups and day-care as the non-formal education.

2.Basic Education is a general education of nine years, which are divided into 6 years at primary school and three years at middle school. The Islamic primary school also exist and called as Madrasah Ibtidayah and Madrasah Tsanawiyah for the Islamic middle school program. The goals of basic education, are:
Develop students in the society and also in personal (individual)
Prepare them to enter secondary.

3.Secondary school or Madrasah Aliyah in Islamic school version has provided as general secondary school, vocational secondary school, religious secondary school, service related secondary school, and special secondary school. The purpose of secondary school is to prepare students for the higher education and expand their professional attitude while they are almost entering the world of work.

4.Higher Education divided into two types, which are academic and professional education. Academic education is usually consisted at mastering science, technology, and research, while professional education is more consisted at developing practical skills. Institutions involved in higher education are usually academics, polytechnics, school of higher learning, institutes, and universities. To get diploma program you should attend the school as 3 years and four years for graduate program. After graduate program you can continue to master program for two years and finally to be a doctoral program in three years.

The Important of Education

Education is very important for our life. It trains our mind to think, make difference between the right and wrong, and take the right decision. Through the education, the information and knowledge can spread around the world. Education makes our life become easier and comfortable. In these days, the background or the quality of people mostly seen by their education. In fact, we can see a person who is not well educated; mostly he or she would be more sacrifice on their life.

Education is very influencing the image of people. In social life, it is also influencing the image of the country. In fact, rich and grown-well countries around the world have very high productive human resource. Like the United State of America that is keeping the importance of education by aiming to promote the student’s achievement and preparation for the global challenges by give equal access. As we can see, the education is very important because it impacts economic growth.

The lack of education is the base and as the most cause of poverty that happens in every countries. In Indonesia, most of the people sacrifice from their life, stuck in poverty because they neglect the importance of education. Education cans changes people’s life. As the basic thing we can see in our daily life, the man or woman who has lack of education can be called, he or she has shut off from this world. For instance, there are two men who give their Curriculum Vitae in a company to get a job. As we know, in every CV there must be exist about the education of the person. The man A has a title as MBA, and the man B has no title. In big probability, the man A can get that job than the man B.

In Indonesia, the lack of education is everywhere. So it impacts the country’s progress, because education it possible for people to be responsible. The Department of Education of Indonesia or Depdiknas already makes plans to improve the education in Indonesia, such as scholarship program, free school, etc. But it seems not very successful and there are still many of education lacks. So, the Depdiknas still in progress to make education access for all.

According to me, education is one of the human rights that are if we do not take it we are losing our meaning of life. The reason is in nowadays education is really influencing the image of a person.

As you know the important of education,The Department Of Education In Indonesia tries to improve Indonesian education . On this post, i would like to explain What is the Vision and Mission of DEPDIKNAS too,


Vision:

Make education as a social institution which is strong and wise for resulting all of Indonesian to develop become people which has high quality, so they would have ability and proactive to answer changing era's challenges.

Through this vision, the DEPDIKNAS has a mission "to resulting Indonesian people who are smart and competitive".

Mission:

- Make sure all of Indonesian people received good education

- Facilitating and helping child's potention to get the people to learn

- Improving quality of education process

- Improving professionality and accountability of education institution as center of education, creativity, experience, atittude, and values based on national and global standard.

- Improving people's role in providing education based on autonomy in Indonesian context.
In 2005 - 2009 has a mission to: Make Education Which Able to Build Indonesian People Who are Smart and Competitive

project explanation

This project i choose as my Plan Do Review project, is about the education in Indoesia and also as a community work program. This project would works in two terms, which are term 1 and term 2. In this project, i would proofing the statement of "The Indonesian Department of Education Would Make Easier Education Access For All". I would reveal it in the end of the project.

During the research on this term, i would have to read books, browsing, and have a meeting with people of The Indonesian Department of Education.

As the start of this project, which is actually would started on tomorrow, i would explain some about DEPartemen pendiDIKan NASional or DEPDIKNAS, as the department of education in Indonesia.
